I’d be inclined to suspend sentencing and fines for people/groups that admit they engaged in such activity, accept their guilt, and swear to never again commit that act.
That would include a lot of charities and religious groups that did so from their personal or religious convictions. The government can offer the offenders passports and visas to the countries those aliens came from, so they can work to help them readjust to their home country, or another one that will accept them (even temporarily). They will not have to either serve their sentences, nor pay any fines, unless they break the law again.
But, don’t start with the low-level offenders.
Start with the foundations and tax-exempt organizations that set up the scheme to bring in unmanageable numbers of people, and inflict them on citizens unwillingly. They need to be held to account , including having their tax-exempt status yanked. There needs to be fines, as well.
Start with those who are public officials who just openly declared insurrection on the US government. Who THREATENED anyone who cooperated with the legal authorities of ICE/Border Patrol in their efforts to deport an alien without a legal permanent residency, and who was under a ‘deferred deportation order’. That’s a violation of constitutional article 4, which gives the responsibility of protecting the United States against invasion.
Encourage the aliens to leave voluntarily - heck, even consider offering cash payouts for resettlement in another country, with the highest amounts going to those leaving quickest. That payout can be conditional on the persons not currently facing charges for crimes other than staying here without a legal right and not attempting to return, even for a visit, for at least 5 years, or until the immigration system is not so overwhelmed.
